Exclusion List for Printing Inks and Related Products

1997 Edition

For some years a number of National Association members of the European Confederation of Paint, Printing Ink and Artists' Colours Manufacturers' Associations (CEPE) have been independently operating voluntary recommendations for the exclusion of certain raw materials for printing inks and related products. These exclusion lists of materials have been based on health and safety matters in the day-to-day production and marketing of printing inks and associated products employing good manufacturing practices.

In view of the increasingly international nature of the European printing ink and associated industries, the CEPE European Technical Committee "Printing Inks" has produced and is fully supporting, a common exclusion list of raw materials for the European Printing Ink industry. Although this concept is of considerable benefit to printing ink manufacturers, printers and their customers, the following comments need to be emphasised to practically apply the concept.

  1. Exclusion lists have been widely used by printing ink manufacturers and their customers. Although they are recommendations and do not have legal obligations, the CEPE exclusion list has the full support of all of its printing ink manufacturers members.
  2. The majority of raw materials used in printing inks are produced under commercial industrial conditions and may contain unavoidable impurities, mostly in trace quantities. As some of these impurities may be on the exclusion list, every effort is made to ensure that they are at a minimum level.
  3. The CEPE exclusion list will be under frequent review by CEPE's European Technical Committee "Printing Inks" and may be amended, where appropriate, in the light of new data on safety, health and environmental matters.

General Exclusion List - 1997 Edition

  1. Carcinogenic, mutagenic and toxic for reproduction substances classified and labelled as toxic (T) according to the Dangerous Substances Directive 67/548/EEC with risk phrases R 45,R 46, R 49,R 60, R 61 (see Note 4).
  2. Substances classified and labelled as very toxic (T+) or toxic (T) according to the Dangerous Substances Directive 67/548/EEC with risk phrases R 23, R 24, R 25, R 26, R 27, R 28, R 39, R 48 (see Note 4).
  3. Pigment colourants based on and compounds of antimony W(see Note 1), arsenic, cadmium, chromium (VI), lead (see Note 2), mercury, selenium.
  4. Dye colourants:
    Auramine (Basic Yellow 2 - CI 41000)
    Chrysoidine (Basic Orange 2 - CI 11270)
    Fuchsine (Basic Violet 14 - CI 42510)
    Induline (Solvent Blue 7 - CI 50400)
    Cresylene Brown (Basic Brown 4 - CI 21010)

    Other soluble azo dyes which can decompose in the body to bioavailable carcinogenic aromatic amines of category 1 and 2 according to Directive 67/548/EEC .

  5. Solvents:
    2-Methoxyethanol
    2-Ethoxyethanol
    2-Methoxyethyl acetate
    2-Ethoxyethyl acetate
    Monochlorobenzene
    Dichlorobenzene
    Volatile chlorinated hydrocarbons (see Note 3)
    Volatile fluorochlorinated hydrocarbons
    2-Nitropropane
    Methanol (see Note 3)
  6. Plasticisers:
    Chlorinated naphthalenes
    Chlorinated paraffins
    Monocresyl phosphate
    Tricresyl phosphate
    Monocresyl diphenyl phosphate
  7. Various compounds:
    Diaminostilbene and derivatives
    2,4-Dimethyl-6-tertiary-butylphenol
    4,4 Tetramethyldiaminobenzophenone (Michler's Ketone)
    Hexachlorocyclohexane
  8. Substances according to Directive 76/769/EEC (relating to the restriction of the marketing and use of certain dangerous substances and preparations) and its amendments, such as:
    Asbestos
    Benzene
    Pentachlorophenol and it salts
    Polychlorinated biphenyls (PCB)
    Polychlorinated Terphenyls (PCT)
    Vinyl chloride monomer
  9. Substances which are not commercially available or not suitable for the formulation of printing inks and related materials but for which questions are adressed to the printing ink manufacturers:
    Brominated flame retardants
    Dioxines
    Nitrosamines
    Polybrominated bi- or terphenyls
    Polychlorinated dibenzofuranes

Note 1: With the exception of non-bioavailable antimony titanate present in titanium dioxide pigments and of organic derivates not classifed nor labelled asT or T+.
Note 2: With the exception of lead pigments used for certain screen and decor inks where specific resistance properties are needed.
Note 3: With the exception of their use as denaturants to meet legal requirements in some countries.
